Arizona Rural Health Transformation Program (RHTP) Implementation Timeline for AHCCCS: In 2025, the Centers for Medicare & Medicaid Services (CMS) released the RHTP Notice of Funding Opportunity (NOFO), a $50B, 5-year grant opportunity for rural America. AHCCCS conducted stakeholder engagement, collecting feedback and providing updates on the Arizona RHTP application and next steps for CMS submission. AHCCCS submitted the AZ RHTP application to CMS on November 5, 2025. In December 2025, CMS issued the Year 1 Notice of Award (NOA) and requested budget clarifications. In 2026, CMS and AHCCCS collaborated to finalize the Year 1 program budget in January, and CMS approved the Year 1 budget on February 24, 2026. Upcoming activities for Budget Year 1 include implementation kickoff and grant funding between March and April 2026 across AHCCCS, the Office of Economic Opportunity (OEO), and the Arizona Department of Health Services (ADHS), along with stakeholder engagement and technical assistance. Grant funding opportunities will be posted beginning in April 2026, with all opportunities posted by May 2026. In summer 2026, grant applications will be reviewed, scored, and awarded by August, and AHCCCS will submit the Year 2 RHTP funding continuation application to CMS. In fall 2026, all Year 1 funding will be fully obligated by October 30, 2026, grantees will have until October 2027 to expend funds, and CMS will issue the Year 2 NOA. For Budget Years 2 through 5 (FFY 2027–FFY 2030), program implementation and scaling will continue statewide across all program areas, with ongoing funding subject to CMS annual reviews and budget approvals.
